The target of carbon neutral by 2030 is an ambitious aim which will not realistically be achieved by all developments at the start of the plan period. A transitional approach is therefore required if other objectives of the plan are to be pursued. The wording of policy SP2 is too onerous and suggests that

I support these objectives, but wonder how many of these can be achieved while making choices affordable to all. For example, I believe that low cost and accessible public transport is key to encouraging the widest range of people to take up more environmentally friendly modes of transport.
