North Somerset Local Plan Preferred Options: Consultation Draft March 2022 3. Strategic Policies SP11: Green infrastructure and historic environment SP11: Green infrastructure and historic environment

Whilst we support the broad aims and aspirations of this draft policy, we do have concerns regarding the wording and the level of detail the policy seeks to set out. Some of the terminology proposed is vague at present, and we consider it may be challenging/difficult for planning applications to demonstrate how they adhere to the various requirements. We welcome the caveat at the start of the second paragraph in the policy that confirms the bullet point examples apply only 'where appropriate', a

Policy SP11: Green Infrastructure and Historic Environment 3.49 This draft policy sets out the approach to the determination of planning applications impacting upon green infrastructure and the historic environment. In so doing, the Policy is seeking to cover a lot of ground and only therefore touches upon some policy areas at a very high level, often with a short sentence. The challenge with covering these policy requirements in such a summary form is the potential for inconsistencies with the

Policy SP11 (GI and Historic Environment) * Our site specific comments relating to how Green Infrastructure and the Historic Environment will be delivered at the Wolvershill (north of Banwell) site are covered in our response to the site specific policy (Policy LP1). * However, whilst we support the broad aims and aspirations of this draft policy we do have some concerns regarding the wording and the level of detail the policy seeks to set out. The proposed development design at Moor Lane has been informed by green infrastructure principles which will provide a high quality open space for residents to enjoy and, enhance wildlife. It therefore aligns with the policy requirements of draft Policy SP11. Notwithstanding this, we believe it is important that these considerations continue to be approached in the context of the wider planning balance rather than as expected pre‐ requisites, and therefore would suggest that the wording includes

Persimmon Homes raises concerns over the provisions of this strategic policy in that it combines matters of green infrastructure with the historic environment which is too restrictive. As worded it places undue planning controls on new development proposals without offering compromise or reference to mitigation measures which in themselves could yield benefits and positive improvement. It also refers to environmental designations alongside the provision of green infrastructure which is confusing

We agree that the key considerations identified under emerging Policy SP11 are appropriate, however, it is essential that these considerations are approached with pragmatism and considered in the wider planning balance rather than being utilised as a pre-requisite to support otherwise acceptable development. For example, retaining all trees on a development site is not always possible nor desirable in the light of wider benefits that such development can deliver, such as biodiversity net gain,

Green space has recently been even more important to the population since the pandemic, it is being used like never before for wellbeing. Historic buildings, monuments and structures all need to be protected along with their settings, once they are gone they are gone.

Assigning a greater value to good quality agricultural land in the planning policies is important for resilience in the food supply to counter climate change and the impact of conflict and future pandemics. The importance of Green Infrastructure and sustainability is recognised in the North Somerset Green Infrastructure Strategy report and in this policy. However, I believe that the importance of the highest quality agricultural land (Grade 1) needs to be given greater weight and prominence in t
