This document makes a number of statements about creating jobs, creating infrastructure, accessibility, affordable homes, and it says that you will deliver the infrastructure in step with development. I hope that you do. Historically this has not happened. The plan is aspirational about issues it seems that NSC have been unable to materially influence in the past. Congresbury Parish Council supports this policy and welcomes a better involvement of local community. However, this must happen, and we must have a step change in engagement from the current poor level of engagement from both North Somerset Council and developers. We welcome the need for 'Community Engagement Statements' by applicants and developers, but this should not be just another tick box exercise that they can use to show support, when there isn't the support.

We support the policy but have concerns about whether NSC can in practice prevent the powerful big housing developers just clear felling the sites, and building their standard, profit-maximising, garden-minimising uniform estates and not contributing enough to the extra facilities needed for the new residents.

Community involvement must be genuine and consultation real, not just a cover for providing information of intent. Community opinions should be taken seriously and acted on. The first paragraph sums up well what is needed. 'This policy applies to all development as development of all types and scales needs to respond to its local context, embody high quality architecture and create safe, attractive and desirable buildings and spaces which function well and foster a positive sense of community'.
