Developer contributions rarely, if ever, cover the actual cost of providing children & young people's services. In addition to the requirement for developers to provide infrastructure, such infrastructure would need to be ready in line with the phasing of the development(s) to ensure that local pupils have a local school to attend (it is usual for S106 requirements to be met retrospectively but in this case, infrastructure would need to be in place at the same time as properties start to be occupied).

In the case of the proposed South Bristol extension, early negotiations will need to be undertaken to ensure appropriate, timely infrastructure.

In the case of the Weston super Mare urban extension, this will be more complex since negotiations will need to be undertaken with a number developers and it is essential that the previously established group (Graham, what was the name of this group we spoke about?) is reconstituted to enable the earliest possible dialogue so that developers can be made aware of requirements (location, size and phasing) and agree a joint way forward.
