Paragraph 1.15 of CS deals with Sustainability Appraisal (SA) confirming that it is a statutory requirement for Development Plan Documents. The process assesses the impact of the Core Strategy on the environment, people and economy. It incorporates the requirements of the EU Directive on Strategic Environmental Assessment.
As part of the Strategic Environmental Assessment (which would include a Sustainability Appraisal) NSC must consider the impacts for alternative developments and the cumulative impacts in respect of the same. It must therefore consider the impacts of substantial under delivery of open market and affordable housing and the consequential lost opportunities to deliver essential community infrastructure for which there is a pressing need. If due consideration is not given to the matters arsing from under delivery the plan making process would be flawed, particularly given the purposeful conflict with emerging RSS.
