The policy should include and not exclude the urban extension areas. It is difficult to reconcile the figures. the proposals relating to Clevedon/Nailsea/Portishead should permit a greater scale of residential development than that proposed. Equally, the scale of development proposed to be permitted in respect of the Service Villages and small settlements is very restricted. In respect of previously developed land, the need for flexibility is reiterated. The target for net density is supported.

The statement that new development "must not conflict" with environmental protection, Green Belt and nature conservation is welcome as is the requirement for any necessary mitigating or compensatory measures to address any adverse implications.

The HCA welcomes the priority to be given to previously developed land, as well as the flexibility in residential densities where conditions allow. The HCA also recommends that reference is given to new initiatives, such as Home Buy Direct scheme which is being delivered at Locking Parklands.

As stated in comments upon the previous policy, the proposals relating to Clevedon/Nailsea/Portishead should permit a greater scale of residential development than that proposed. It follows from the objections above that the settlement boundaries will need to be amended accordingly.

It is difficult to reconcile the figure of 3,000 dwellings quoted for Weston-super-Mare urban area given the comments in paras 3.208 and 3.210 regarding an overprovision of 3,005 dwellings and the other related points referred to in the comments relating to the previous policy.

Within South Bristol the priority is regeneration of "brown field" urban areas; their concern is that development of green field Green Belt land could prejudice these objectives. We support the Core Strategy approach to local affordable housing with sensible conditions. We note the Green Belt is a key policy constraint within the north of the district, related to higher order settlements in Bristol. Supported. We note CS18 Gypsies-Travellers includes sensible caveats.
