The HCA has concerns with the Council's approach to adopt a housing target
considerably lower than the RSS provision, as noted in Priority Objective 1.
Whilst the HCA supports the rationale for employment growth in North Somerset (Priority
Objective 3), we wish the objectives to recognise the role that truly integrated mixed use
development will have in reducing out-commuting.

P1: should accord with emerging RSS and thus provision of 26,750 new homes by 2026 should be specified. P4: should recognise the beneficial impact of development at Bristol SUE incorporating similar objectives to those identified in respect of WsM. P5:Insufficient homes will be available within SW Bristol SUE to support vital businesses. P7:This approach fails to accord with emerging RSS and runs entirely counter to the consultation the NSC have commenced in respect of Green Belt Review.

Priority Objective 3 : Gladman support prioritisation of employment growth to support greater self-containment and maximising brownfield opportunities in Portishead. Gladman consider that brownfield land adjoining the existing settlement boundary should be the first to be considered to accommodate employment growth for Portishead.

Gladman consider that immediately around the Market towns and main settlements the council may need to review the Green Belt boundary on a site specific basis when considering the options for the Site Allocations DPD to accommodate the required levels of growth and they
achieve the aspirations and visions of settlements. This needs to be explicitly recognised and allowed for within the Core Strategy.

Para 2.8 - NSC state that flood risk is a priority, but do not relate to PPS25 in the CS. Flood risk is not specifically mentioned in the Priority Objectives although sustainable housing is. Could flood risk be included or is it assumed it will be considered to achieve sustainable development?

NSC heavily emphasise the importance of WSM as part of the objectives. However, NSC fail to reference critical flood risk infrastructure required to enable development in WSM.

Lack of SA to test sustainability credentials. A deficit in housing delivery. No reference to development which would be delivered in association with the Bristol Outer Ring Road and Bristol Rapid Transit.If employment not forthcoming at Weston then could exacerbate housing supply issues. Priority 6 should recognise development opportunities to enhance the role and function of villages e.g Long Ashton. Green Belt revisions should be acknowledged. 9 should recognise funding from urban extentions.

We are concerned that some priority objectives should be adopted as policy when no information is provided on the background details, in particular the infrastructure schemes and generalised reference to airport access improvements referred to in objective 1 and the unspecified major transport schemes in objective 9. We have concerns about the prospect of a declared priority objective to support apparent economic prosperity at Bristol International Airport (BIA).
