VIS7 should not preclude particular forms of development, but should simply seek to ensure that development is appropriate in its context and demonstrates that any relevant environmental and landscape considerations can be ensured.

Welcome the wording of VIS7 where it refers to "distinctive landscapes protected from inappropriate development...agricultural use supported and valued for its biodiversity". It is recommended that other vision statements for major towns and villages should also refer to biodiversity so that the concept is taken into account in urban as well as rural areas.

With a rapidly growing population the pressures on land-use are greater than ever before and in a time of food shortage and rising costs for consumers farmers need to become more productive. Planning policy needs to allow for the much needed investment in agricultural buildings to meet the demand for increased agricultural productivity. An objective within the core strategy should encourage investment in core agriculture, increased agricultural output.

Rural villages and settlements should be enhanced as well as maintained through the policies of the Core Strategy particularly as they will directly affect future development to 2026. Reword VIS 7 to read "...The rural villages will have ENHANCED their individual character, identity and sense of community. Accessibility will..."

Whilst the Trust supports the retention of rural areas and open countryside, it is recognised that the Orchard View site forms part of the wider Ham Green mixed use development which has delivered both residential and employment uses. Therefore, we feel that the redevelopment of the Orchard View site will further contribute to the aspirations of the Ham Green site and the village of Pill in achieving self-containment and providing employment opportunities for the local villages.

VIS 1-7 The Visions
(i) KSPC supports these in general terms but with the reservations expressed in its comments on Priority Objective (1) and Policy CS13.
(ii) VIS 7 (Smaller Settlements and Countryside) - KSPC strongly supports this Vision and welcomes the inclusion of reference to giving support to agriculture.

I agree with this statement, it should be held as a strong objective in keeping the agricultural use to the north of Hutton village (Moor Lane area) as it is and retaining the open natural character of the land.
