The council welcomes the priority given to regeneration and growth at Weston-super-Mare, and the resistance to unsustainable 'dormitory' development in small towns.

The HCA supports an employment led strategy for Weston, and the remainder of the Vision, also seeks the inclusion of reference to the need to ensure a ready supply of mixed tenure high quality housing options.

It is good that you are making reference to flood prevention infrastructure, but it is important that it is clearly delivered and financially assessed. The NSC Level 2 SFRA addendum work will need to achieve this.
This puts more emphasise on the joint NSC, EA, and Internal Drainage Board (IDB) flood study for the "super pond" and Banwell improvements. NSC need to get this approved so that it gains planning weight to facilitate land for development.

NGPHL conditionally objects to this policy, subject to Paragraph 2 of the policy being amended as per the highlighted below: "By 2026 a BALANCED employment AND HOUSING-LED development strategy will have achieved a strong and diverse economic profile in Weston-super-Mare with an improved range, quantity and quality of local employment opportunities which redresses the imbalance between employment and homes reducing the dependency on out-commuting by car for work and improving self-containment.

Welcomes the detailed reference to employment led development within Weston to redress the imbalance between the available working population and employment opportunities within the town. Not clear at this stage how an employment led strategy will be delivered. Also supports the reference to delivering a high standard of strategic transport infrastructure thereby providing a transportation network which will provide an integrated, convenient and sustainable service for all parts of the town.

Kilmartin Weston Limited's specific interest relates to Dolphin Square, which is located within the town centre and has been identified for redevelopment by North Somerset. It is anticipated that the project could be deliverable in the short to medium term and it is hoped that the comprehensive redevelopment of the site will act as a catalyst for the much needed regeneration of the wider town centre.

One of the Key Objectives stated for North Somerset is to ensure that in and around Weston, residential development is delivered in step with employment growth, and we are concerned that this may restrict the achievement of other objectives within the Strategy such as the provision of Affordable Housing and housing for key-workers.

St Modwen supports the principles of an employment led strategy for Weston, and will work together with the Council to meet the Vision's objectives. However, in order to deliver this Vision, St Modwen seeks reassurance from the Council that a planning policy context will be provided which will be conducive to delivering development on the ground. This includes a reasonable and viable approach to the implementation of the
proposed tariff.
