It will be important to ensure that the "living within environmental limits" imperative is applied everywhere and for that reason we are somewhat concerned at the reference to balancing economic growth and environmental issues in the final sentence of the North Somerset Vision.

The overarching Vision for North Somerset is supported by the HCA, most notably, the
aspiration for 'creating mixed-use communities valued for their high standards of
sustainability, quality of life and inspired design'.

The Vision policies should include reference to Bristol SW SUE and should set out the principles to guide the timely delivery of this SUE.

The SWB Urban extension deserves recognition within the vision. The creation of such a significant sustainable community would have clear benefits in terms of: addressing housing need, assisting with the self containment of existing service settlements, encouraging sustainable commuter trips and providing wider infrastructure improvements.
Greater recognition should be made within the Vision for the identified service villages to accommodate new development not just 'for rural needs.

Development will respond to the challenge of Climate Change is too passive, too adaptive and does little to stress the need for mitigation of climate change rather than simply adapting to its effects.

Weston-super-Mare will be established as a major economic centre south of Bristol catering for the employment, social, HEALTHCARE and leisure needs of its population whilst attracting visitors to support this role. New development areas will be established, creating mixed-use communities valued for their high standards of sustainability, quality of life and inspired design."

The current reference to service villages in VIS1 is considered to be too narrow. The Council's vision should make specific reference to the service villages becoming more self-sufficient and balanced communities. This should reflect the vision set out in VIS6, which is addressed below
