Locking Parklands will need to include appropriate retail development. The HCA notes that new retail proposals have to demonstrate that criteria are met, however, these criteria need to be brought in line with new guidance in PPS4, which removes the requirement to demonstrate 'need'. We reserve the opportunity to make further comments when the Weston Regeneration SPD is published.

We support the scope given to allowing some housing development to come forward within the service settlements.
