The HCA welcomes the recognition within the Core Strategy for the RSS allocation of 9,000 dwellings in the Weston Urban Extension. The priority to development of previously developed land is also welcomed. The HCA supports the Council's view that development to the east of the M5 is inappropriate.

The HCA is keen to ensure that the tariff approach is fair and reasonable, based on a sound evidence base, and most importantly, still allows development to come forward. We would also expect a reasonable approach to viability assessment to be included.

The HCA supports the general approach to the regeneration of the town centre and acknowledges the contents of the Town Centre Area Action Plan. We support the proposed mix of uses for the Town Centre, and the enabling role that housing can play. Policy needs to be updated to refer to PPS4. Urge caution to avoid an over supply of small flats within the town centre.

In light of the HCA's interests at Locking Parklands, and the wider Regeneration of Weston-super-Mare generally, we wish to be involved in discussions at the earliest planning stages for transportation proposals within Weston, including the Weston Package (specifically the Cross Airfield Link), the park and ride, the Banwell Bypass, and the Junction 21 Bypass or Relief Road.

Whilst the HCA has a programme for Gypsy and Travellers, on this occasion the provision of a site for Gypsy and Travellers within the Locking Parklands site would appear to be contrary to the above mentioned policy objectives, and will not allow for the creation of a high quality benchmark development.

The HCA supports the overarching aspirations of the policy but has detailed concern regarding gypsy sites, flooding, green buffers , employment led approach, the scale of tariff payments, distribution of employment etc.
