St Modwen supports the main objectives for the towns.The development of St Modwen's land near Junction 20 for employment purposes will assist in meeting these objectives for Clevedon and the policy needs to reflect this.

Support Nailsea designation as a market town, however the need for housing in the market towns should be identified as a fourth objective. Policy CS31 should also refer to new residential sites and employment related development on sustainable Green Belt land. Reference to "smaller more affordable homes" should be removed. housing provision in para 4.88 should be increased, with corresponding employment increase to secure mixed use development beyond the existing settlement boundary.

When, as a result of a planning appeal relating to development of land to the East of Clevedon Rd, North Nailsea, the inspector recommended this land should be included in the green belt back in the 80's, he made the point that future development of this land should not be ruled out, and that there may be a case for development. This should now be reviewed in the light of policy CS31, as it could provide for a high quality commercial development to fulfil the need for additional employment.

The general thrust that proposals for development in Clevedon, Nailsea and Portishead will be supported which increase self containment, ensure the availability of jobs and services and improves the town role as a service centre is to be welcomed, however this is in conflict and therefore unsound when considered against Policy CS6 and the final paragraph of Policy CS14.

We consider that the policy should also support planned urban extensions to settlements where it can be demonstrated that they will increase selfcontainment, by creating the critical mass necessary to support the town's services. We consider that such an extension at Nailsea should also be supported within the policy.

Infrastructure for self-containment should be put in place before there is any further expansion of housing in Portishead. This might prevent so many residents commuting into Bristol for work, education and shopping and causing congestion on the roads through Leigh Woods and Abbots Leigh. A passenger rail link from Portishead to Bristol and a Park and Ride in the Gordano area should be high up the agenda.

Our client is generally supportive of policy CS31 whereby proposals for development in Nailsea which increase self-containment, ensure the availability of jobs and improve the town's role as a service centre will be supported. Our client agrees with the Council's policy stance of supporting proposals for regenerating the town centre.

There is insufficient infill land within the North Somerset coastal and market towns to meet the demand for balanced housing growth across the District - and a direct consequence of this is the proposal for an oversupply in the Weston Urban Area. Therefore consideration should be given to an urban extension at South Nailsea, that can allow for mixed development including private and affordable housing alongside employment, outside of Green Belt, but in proximity to rail.
