For example, in para 3.385 it is stated that the policy 'recognises the importance of retaining existing facilities', with the value of recreation and community facilities highlighted in para 3.380. This is in marked contrast to the threats to current library facilities, including to the Mobile Library, which offers an invaluable service to many communities, especially in the rural areas
